This project is kicking me in both shins. I have overhauled the pump, put it back together and 3pt still doesn't work. When I move the control lever to raise or lower the 3pt arms it will move the control valve in and out, but it only moves about a half inch. Should it move more than this?
When I look inside with the pto on I do not see any leaks or anything that looks out of place.
There is a 3/8 plug ahead of the control lever quadrant, I added a pressure guage there hopeing to see if any oil was getting up to the piston to raise the 3pt and what kind of pressure there was. No pressure at all.
I thought there would be some oil pressure even if the control lever and the spring at the top link hookup is not adjusted right.
Any ideas or suggestion would be appreciated, Thanks Jim

I am no expert on the hydraulic system, but I would suspect the pressure relief valve is stuck open. According to the shop manual, it says not to try to repair the valve, but to replace it.

It may be the control valve, the T looking part. Had one break on my TO30, I believe the part is available here on the parts site. You’ll need to drain the hydraulic fluid first then open side panels to get at it to remove and replace. Tom

Thanks for the replies, I may have found the problem. Today I took the top part (lift arms, etc.) off of the tractor and found that the gasket between the center section of the tractor where it matches up with the intake port of the piston cyl. had slipped during assembly and blocked at least half of the opening.
I will make some new gaskets, put it back together, cross my fingers an hope that it works.

If you don't mind oil all over your arm, the pressure relief valve can be replaced without draining the oil through the RH side inspection cover W/dipstick. I think it takes a short 3/4" open end wrench.

Have you had it working before? Is it possibly a broken riser tube?(1/2 steel tube between bottom casting and top cover)

The control valve should move a max of 1.1 inches from full up to full down on the control handle
