After completely removing, cleaning and painting the brake parts from my TO30 I installed the backing plate, cross shaft and pawl bearing housing, new shoes, put the drums on and adjusted the shoe clearance. Then the main brake lever, actuator rods and left and right pedals. So far the rods, left and right pedals and pawl housing are not fully secured. What's the procedure to get those oriented and adjusted? It would seem like you'd start by clamping the pawl housing to the cross shaft at a particular angle but I haven't seen anything that specifies that. For now when you step down on the main lever, the left and right pedals go up. Is that right?
