TO30 Control spring and Quadrant adjustment

Hello All,
I have been studying up on these two adjustments, but I wanted to see if anyone who has more experience than I can confirm that I am on the right track before I dive in.
I noticed in the manuals, that the arms should stay up until the lever is approx 2.5" from the top most position.

Mine stays up until the lever is placed almost all the way down at the bottom of travel (opposite of where it is supposed to be).

At the time, I didn't know about the spring adjustment, and I had moved the quadrant all the way forward in the slots just to get the arms to drop.

Does it seem likely that adjusting the control spring will bring this back to a more reasonable position?

I would like to get the lever up where it should be so I can install the position control device. As it is now, the arm is just too far away for that to ever work.

I know the control spring adjustment now, but I have never done it before. Hoping that someone who knows these machines well can tell me if it is reasonable to expect that addressing the control spring will be the answer, or if not, what else to look for.
