TO35 Governor Problem

I have a TO35 Gas tractor. I have been trying to solve a problem with the govenor. I have trouble shot the issue using John (UK) step by step instructions, but it seems like the governor isn"t working.

The throttle and carb are working and I can run the tractor, but when it starts to lug down, the Governor doesn"t kick into compensate. I tested the governor by applying the brakes as I let off the clutch. I noticed that the arm behind the generator doesn"t move when I do this (i.e. the governor doesn"t seem to respond at all). I don"t hear any noise/grinding in the governor.

Does anyone have an idea of what might be wrong in the governor itself and how hard is it to get into the govenor?
 
John (UK) told me everything must be right and with no slack in any of the movements or joints anywhere, in the end I had to get a mechanic to come, he tuned the carb, I think he made it run richer and he adjusted the long rod, he soon got it working but he did say that it needed revs to make it work. I hope some of the others will also post a reply
 
I think your in good hands, I know nothing of governor issues so am just looking forward to what the fix will be.
 
I just thought of something. Don't know if you have a 'gas pedal' but that was...limiting ? the torque since I bought the tractor- a 135, backed off the turnbuckle, and things improved. A lot. A linkage thing, so even without a pedal, can't hurt to monkey with the linkage until you discover something uselfull. Springs in place? If the balls fell out of the gov'ner, you got a big job, the whole front end needs to come off if I remember correctly....
 
If you have gone through the step by step and the governor is not moving at all, then I think unfortunately you will have to take the governor apart. As Tony said, it's a pretty big job. I have not had to do it but I researched it a bit before finding the problem(s) with mine. Mostly it was neglect by an uninformed previous owner. He just kept adding springs 'till it was revving like crazy all the time..........took maybe an hour with the proper instructions and I got it all working properly.
