Tools found in a tool box.

I found these tools in the tool box of the DC I'm working on. The one I believe is for adjusting clutch springs on Case tractors. The other I'm not sure what it's purpose is/was. It has Billings bracketed by 4 on the left side and 464 on the right side.

The left one is the clutch adjusting tool, live pto or engine clutch. The other is a spanner wrench but can't think where it would be used on a DC. Some loaders used seals that used a spanner wrench to tighten the packing on a cylinder.
 
They were found in the tool box. The one I had seen in the DC manual but the other, the spanner wrench was probably just something thrown in the tool box. I thought it was maybe for an Allis-Chalmers with the A in a triangle. I think it's an interesting piece, though.
