Towner Spring-Tooth

We have a 6-foot, spring tooth harrow made by the Towner Co. It appears a prior owner has made minor modifications. I would like to return it to its original condition, if possible. Specifically, along with an assortment of mismatched fasteners and minor repairs, the 2 gangs of springs (now bolted in a fixed position) appear to have originally been designed to simultaneously pivot (perhaps to lay flat, on the ground, when not in use). Was literature produced with this implement that explain its proper use/adjustment?

If they worked like our old Deere drags work they would have tipped forward tolift them off the ground for transport without digging the grass and plugging. Then set back down to dig for working ground. Just a light weight drag for leveling after disking was done the last pass before planting.

Except, this is a 3pt and there's no need to set the teeth for transport. The only reason to change the tooth angle is to change how deep they dig, and/or to compensate for wear. We only ever change the tooth angle on our transport drags when the tips wear back.

Since you'd be changing the angle so seldom, you wouldn't need the mechanism like shown below.

I really don't think anything is missing on the OP's drag. The angle is changed by moving the link with the 4 holes. Right now it's set for max depth.
