tractor won't idle down after starting

I just went out to start my H to get it a little more ready for winter plowing and when it started it went wide open and won't idle back the rottle is back at idle it seems like the govner is stuck some how i have never had that apart so i don't know where to look or what to do any help would be great
 
YES IT IS I HAD IT GOING A COUPLE OF WEEKS AGO TO PULL A NEIGHBOR OUT IF HIS DRIVE WAY AND EVERYTHING WAS ALL RIGHT THEN
 
Try warming the governor housing and throttle tube with a heat gun. Condensation tends to collect in these areas and can cause your issue.

Warm carb ''throat'' area, as well.
 
Does the carb have the new throttle shaft with the PLASTIC drive end? When those break engine will go wide open when one side of the plastic tab breaks off. I've seen it happen a few times on IH tractors on the tractor drives I've been on.
The original throttle shaft has a brass governor drive end, never saw one of those break.
 
My H was doing that for a while only when it was real cold and it was a governor problem. Mine also wasn't responding like it should have even in warmer weather when the tractor need more power. Turns out mine wasn't getting any oil so not sure what part was sticking but I wanted a different governor than what I had so I swapped it out. Its easy to pull the cover on the governor and see if you find something. Just take out the bolts and remove the cover. There is a gasket which could be damaged if it sticks on a bit.
 
If you can blow some heat on the tractor before starting it will probably work as a Bandaid fix till it warms up or you can get it in the shed you work on it in.
 
it should be at idle with the butterfly closed when shut down. probably froze due to the venturie effect from the carb which frosts up and did not get time to dry. so moving the throttle to faster position it may have broke the tab as dieseltech says.
 
On my 350U after I shut it off I then set throttle to where I want it for next start up plus 2 more clicks.
