transmission Issues

I have not drove my 8n for a month or so. However, I have started it periodically. Yesterday I started it up and let it run for 5 to 10 minutes.

I have it parked in a shed that has a slight hump to get over in order to back it out of shed. Each time I would attempt to let out the clutch and begin to back up, my motor would bog down. If I push clutch back in the motor would build up power again or die. I tried 15 times or so with throttle turned mid way to all the way up to idle. each time getting the same results. I could not get it to move over 12" before issue would start again. I don't know what else to try.

Brake shoes might be locking in reverse. To confirm this theory, lift rear end (both sides) and rotate tires by hand.
 
I didn't get a chance to look at it last night but should get back to it this afternoon. I was thinking about the brake as that was kind of what it felt like, almost like a car with an E-brake left on.
