Trying to identify

I don't know if this is a plow or a planter or something.

It looks like a dammer-diker of some kind. I don't know if it was horse-drawn, missing its handles, or it is part of a larger tractor-mounted machine. A dammer-diker makes a furrow with pockets in the bottom that are supposed to help water soak in better.

it is a potato digger. The back spur shakes the plow to knock the dirt from the potatoes as they are dug.

I think you're right. I did some looking and saw another one with rods behind a blade instead of a full shovel which would be more effective with the bouncer wheel IMO.
