I was originally going to say Internal regulator failure. However, in this linked post Bern, who I would trust to give correct Ford information says that there is an external regulator on your tractor, so that could be the problem. Really nice of the repair shop to mention that!! They would move to my “I’ll give you business if I absolutely have no other option” list.
