Two Brass "Plugs"

Hmm, thought I had posted this before. Working through the black smoke problem somewhat step by step. Removed and cleaned air filter and looked for leaks from carburetor. Nothing significant found. "Steel wool" rather gunked up near bottom so will replace all. Disassembled carburetor in anticipation of installing carb kit. Not in terrible shape, but needed a little cleaning.

Here's the question. What are the two brass plugs on the bottom of the float bowl good for? I figure the larger one to be a drain plug. The little one is a mystery to me. Both are buggered up badly. Any problem with leaving as is or do they need to be changed out?

Drain plug is needed to check for fuel flow or drain out any build up of water. The small one is just a plug as some of these carbs had the power needle assy located there.

At least that is my understanding. I'd replace the drain plug if it's buggered up.
