Are the 3 bolts holding the muffler to radiator tank wet? Do they go all the way into the tank, or are they dry? If dry, how deep are they? I have 2 broken bolts, and the third will probably snap. I want to know how deep I can drill to remove them.

The holes are dry and measure 1-1/8" deep

Weld a washer, then a nut to your broken off bolts. they normally come out after that. A little heat before hand helps also.
