USAP rules definitions

My local tractor pull club is switching over to USAP rules. There is much debate over what a "Safety Kill Switch" means.
Does it just mean an ignition switch for the driver to kill the engine?
Or a safety switch that the sled operator can pull to kill the tractor.
Is there a website with definitions for the USAP rules?

The rule means a kill switch mounted to rear of tractor so a cable on the sled can hook to it. Must be working and subject to check at anytime. We have a way of pulling the kill switch from the sled opearators seat but that is up to u guys. If you have anymore questions call me at 270-929-8424 Thanks Rob Lampkin
