Does the clutch housing on a VAC need to be drained as it is on the SC? If it does where is the drain?

There shouldn't be any oil in the clutch housing. Oil there is likely either the engine rear main seal is leaking or the drive shaft seal at the torque tube is leaking. You need to determine if it is hydraulic oil/gear oil versa engine oil.

Another possible but unlikely source of engine oil leak is the cam hubbart plug and oil galley pipe plug on the back of the block.

I might add, to check/drain oil from the clutch housing there is a small half moon cover on the bell housing in back of the engine oil pan. Loosen the 2 bolts and with a screwdriver pry the bottom of the cover out enough to drain the cavity. If you're lucky you'll find water with a little oil on top. There is no gasket to deal with on the cover.
