after assembling the 9 ball bearing type governor on my VAC and connecting all throttle linkage, i cannot get any movement out of the governor. it went in with out any problems that i know of. all linkage is free a clear of any obstructoin, so it tells me there is something going on inside the governor. what should i check? it's not running/complete as of yet, i just noticed this when i connect the throttle spring to the governor.
