Vermeer m7040 cutter

I have a Vermeer 7040 disc cutter and I can figure out how to get the short shaft out of the gearbox. I have removed 2 snap rings
on the side of the gearbox facing away from cutter bar. What am I missing to remove this short shaft?

Please identify which shaft you're referring to. I owned a M7030 that I had to replace some failed brgs due to my employee not understanding the operators manual about checking gearbox oil in 2 different locations

The 14mm hex shaft that goes thru part#37 towards the gearbox. Its the shorter of the two hex shafts.

By chance can you see end of hex shaft if you remove plug(key 39)?

Yes and I have removed all pods and spacers from the other side . It
seems like the hex shaft is frozen

I'll guess the hex shaft is twisted. Have you tried tapping shaft from opposite end of cutter bar? I had the hex shaft twist on my M7030 from hitting a hose hidden by grass utilized for irrigation.
