Most meters are calibrated using for full scale value.
Example; + or - 3% of full scale. If full scale is 100v then anything between 97v to 103 volts is good.
If you are reading 10v on the 100v range then anything ranging from 7 v to 13 volts is good.
It's a little crazy how that works.
