wont fire with starter or crank, lots of fuel. occasionally fires but wont run when pulled. took spark plugs out and grounded, all had spark(Maybe not the strongest). is it condenser or the coil in the magneto? what else to check. has new points, wires and plugs.

Have you had the mag off? Sounds like it's out of time by 180 degrees.

The router matches the number one spark plug when at tdc. Could it still be 180 off?

This could be condenser. They have to be on good shape or they will make you pull your hair.
