WD pto acted up

It didn't have any problems before. I haven't used the pto in a couple years but today I couldn't pull the handle. I just wanted to run a green chopper for a minute so I disconnected the rod and tried hammering it back. I had it so it was parallel with rod but still in neutral. I kept going more (looked like it might be turning on shaft) until it felt like it came to a stop and felt engaged but grinded out after a few seconds. Then tried more and wired it down to cross pipe for loader and was able to get it to work.
 
The PTO lever is secured to the shifter shaft with a set-screw, Is it loose? or missing ??? There is nothing on the inside of the box to come loose. The inside shifter lever is welded to the shaft that uses a set-screw on the outside of the PTO box. Normal position for the lever on the outside would be 10 o'clock when engaged and 2 o'clock when disengaged.

Do you have water in the transmission from a cracked or missing shift lever boot that settled to the pto, lowest point, and rusted the shaft to the housing?

The set screw is there and I did tighten it some more. Something must be wrong that it is turning hard. It is now in the 8 o'clock position. There seems to be about a 1/4" of spring action on the lever so when I wired it down it was enough to work but not sure how much of a load it can handle. I don't think it could be froze with ice since I was always kept it inside and it was 35-40°. I believe I used it on a gehl 400 chopper with a hay head a few years ago just to try out the chopper and worked it hard so it was good then.
