WD steering gears

I took the 4 bolt plate off the top of my steering pedestal and there was very little grease on the worm gear. What goes in the pedestal is it oil or grease?
 
Originally was a heavy oil, but over the years the seals go bad and most have had good luck with a cornhead or other thinner grease.

Pack the soft grease in until it is level with the bottom of the Engine Crank shaft that passes through it..

Load her up and it will GOOD for Years...

I suppose it's not a big deal in a steering gearbox like this that has very low revolutions, but I've higherspeed gear boxes get ruined by using grease instead of oil. Unless there's a way to to pack the gear box totally full, even thin grease tends to work it's way out of the gears and leaving very little lubrication. We burned up a stirater motor on a milk cooler once trying this.
