Brother picked this up at an antique shop. Owner and brother do not know what it is. My wild guess is a key cutter with missing parts but that is only a wild guess. It is mounted in a metal box about the size of the box kids carried around their roller skates to the rink.
 
I have no clue what that is but when You find out I want to see it in action - very interesting piece for sure !!Roy
 
I believe that is a sharpening fixture to sharpen and lap cutters for a cylinder boring machine. Part of it, the holder which appears to have a cutter installed in it holds the cutter at the right angle to lap the cutting edge at the right angle while lapping it on the lapping wheel. The other part with the graduated wheel is for setting the cutter so it will cut to the proper size when installed in the machine. Just a guess but I think it would be used with a Storm boring machine, or possibly Van Norman.
 
Looks way too complicated to be a key cutter. With the graduated wheel I am in agreement that this tool was used for sharpening cutter bits of some kind or possibly valves and valve stones. The large wheel below the motor in first picture looks like a setup for sharpening drill bits. All a guess since there are obviously pieces missing.
 
Hi Bruce, I'd say no to skate sharpener. I've owned both designs of sharpeners, still have one actually, the older swing arm style. There is a newer table-top type too. Neither one looks anywhere close to what the post photos show. The link below shows the swing arm style (although a brand new one). I didn't realize they still made those. The table top type has the skate holder which sits directly on a machined table top surface. There are some other styles (some coin operated) where the skate sits stationary and the stone moves along the blade.

Try posting those pictures on the Home Shop Machinist forum or Practical Machinist, Antique forum.
 
Post it on an antique engine or antique automotive forum, and you will find it is part of a cylinder boring machine. This is one of those accessories that get lost and are sought after by owners of these bore machines.
 
I think I'd go with Gary's answer. There's a tool bit lying there and on the left looks like a diamond for dressing a grinding wheel. The large micrometer dial to set the tool to the correct radius.
