What is it #4

I suppose this is some kind of masonry nail, but I've never seen one this with a head this wide or with a hole. At first I thought it might be some sort of key, but it is cut from sheet stock, and is roughly finished. Must be some special use, any ideas?

The wedge is used to secure forms for poured concrete walls. The inner and outer wall form is held together with wires having loops on both ends, the wedge goes into the loop and holds the form. After concrete dries, the wedge is removed, the forms removed, and the loops are broken off leaving the wires in the wall.

There are also flat form ties that are used instead of twisted wire when you're using 2X12's or other dimension lumber for forms- uses the same wedge to hold the forms together.
