Yes, it looks like an umbrella bracket. The flat part would probably bolt to the seat somewhere. Different styles were made to fit individual tractors.

Umbrella holder:
The angle iron end of it bolts to two of the rear platform bolts under the seat, I have one on a super m and one on a 1940 H. mcm

All umbrellas were/are aftermarket. Yes, you could buy an umbrella from an IH dealer, but it would not have been made by IH.

Looks like an oh logo buried under a lot of paint

That is the umbrella holder in question. It has a casting # but no IH logo. It needed a little shimming to fit the recessed 1939 style platform.
