long shot here. Might be a wall hanger for an oil lamp. I think the piece that held it to the wall is gone. It would swing out of the way when not in use, and swing out and hang lamp on it over a chair or what ever to read by.

It's a small half-curtain rod. It's upside down--the 90 degree at the end fits into a bracket. You'd see them in old houses with ornate treatments between rooms-/those pulled-back curtains that really didn't do anything but add some frill to the room's opening. Only reason i know is my old house had them--curtains were called "portières." Someone much older than me told me this.
