if its made by Holmes the wrecker co. I'm going with the steering wheel holder for towing backwards the l shaped piece pushes against the seat?

My son has a wrecker service, but I've never seen him use one of those. I've only been around the rollback.
 
PJH that's because since the 50s we have had seat belts and tow drivers just wrap the belts around the wheel to lock it into place
 
Yeah - seatbelts - makes sense. I remember the old timers using a rope to tie the steering wheel, and then occasionally not using anything.
 
Regardless of what it was designed for I think it would come in right handy for keeping hydraulic lines away from a PTO shaft.
