Got this on an auction with some other stuff. The outside center holes are adjustable with a little scale. And one end is adjustable.

It is a tool carrier for a sharpening machine. such as this K.O. Lee. The mill cutter needing to be sharpened os placed between centers on that fixture. the fixture is placed between centers on the grinder. A follower (not shown) allows the tool to be smoothly moved along an existing flute of the cutter while the grinding wheel puts an edge on it. My lab has one and many of the attachments. The end (external) offset ability is to allow forming clearance surfaces not concentric with the cutter margins. The handle allows following the flute while it progresses in the X axis. It is old and CNC grinders are used to do that today. I have many resharpened tools (not using that fixture) that are smaller than the size on the tool. CNC machines can program cutter compensation to allow a .498 cutter to act just like a .500 Jim
 
Thanks Jim. I've seen the air bearing fixtures for grinding flutes but never would have thought of this.


My little stub of a tape measure keeps the new tape from breaking so soon! Measuring inside corners are hard on them, plus its easier to read than a regular steel rule.
