Found this when we cleaned my fil,s ready mix and trucking company out. Don’t think it has any thing to do with either one of those business. Single hook on the far end turns with the shaft inside the tool. The crank turns a couple of bevel gears. Two hooks on arms on the other end. I have no idea.

Don't know what it's original purpose was, but it looks as if it would be really useful as a wire chain mesh fence strainer.
Yep. It compresses and then expands the ends of the rim so you can get the tire on and off. I have one for my 1924 Dodge Brothers Touring car.
