What is this line

My 39 9N HAS TWO LINES COMING OUT OF THE TOP OF THE TIMING COVER. LOOKING FROM THE FRONT OF THE TRACTOR THE LINE ON THE RIGHT OF THE DISTRIBUTOR GOES TO THE INTAKE MANIFOLD.THE ONE ON THE LEFT IS AN OPEN LINE GOING NOWHERE. IM AWARE OF ALL THE PART SWAPPING THAT MAY HAVE HAPPENED. CAN ANYONE GIVE ME SOME INFO ON THIS.

My knowledge of Ford 9N's is very limited but someone on this discussion forum should know the correct answer to your question.
 
Sounds like someone added something. The one to the intake would draw air/fumes out of the timing cover/crankcase. The open line would allow air into the engine, like crankcase ventilation.
 
Doesn't sound like what he was referring to, but my '44 does not have an oil line to the governor, so that came later.

I don't see the line/fitting in the 41-43 service manual, but it is there in later years. Return line from oil filter goes to governor instead of just into the block for better lubrication of the governor. I read someplace that the housing is thicker for the later ones tapped for the fitting, but that people had tapped the early ones to upgrade oiling.

If the governor was ever replaced the service item was probably the one with the oil line fitting.
