Looks like a big 1/2 round file.

Except, no file grooves at all. Totally smooth.

The 'flat' side is a bit concave, but only a little bit.

The 2 edges are sharp, but not knife sharp, just - sharp.

The tip,is nothing special.

Some sort of hide scraper?

File blank,,,,never got file cuts....some of these left the factory this way...usually was the workers took them home
 
I was in horse equipment business many years. We made "saddle trees". Wooden frames; covered in green "raw hide".This is NOT a hide scraper.ALSO, made saddles;never saw this tool in a tannery.Go with the file theory.
 
I think Russ got it - bearing scraper. We used to use those on babbitt turbine bearings.
