What would cause this (video inside)

When I push the lift handle forward the lift goes down but if I push it all the way foward it starts going back up.

Hi, there is nothing ‘wrong’ with your hydraulic system as such. If you
clean the paint off the lower area of the quadrant you should see the
word ‘RESPONSE’ stamped into it. As you lower the Position Control
lever the control valve in the pump moves into the discharge position.
When the linkage reaches the selected position the control valve will
have returned to the neutral position. Likewise when raising the
control valve will move into the pumping position and then back to
neutral when the selected height has been reached. As you have
found out when moving the position control lever down the linkage
will go down. If you move the lever further the control valve will begin
to move towards the neutral position and restrict the amount of oil
being allowed out of the lift cylinder thereby slowing the speed of
drop when an implement is fitted. This is used mainly in conjunction
with the Draft lever when ploughing Asia it varies the speed with
which the system responds to changes within soil types. Your tractor
is potentially 63 years old and wear in the internal linkage can cause

out the adjustment fit a heavyish implement to the tractor. Slacken

It looks like there is an adjustable stop below your lever. Loosen the stop, move it up to the lowest position you want the lever to go to and tighten it.
