Hydro filled tire with tube is leaking.

New rim or can it be fixed with a new tube?

If moved fluid leaks out of the bottom lug.

The tire needs to come off the rim after the liquid ballast has been removed. The tube needs to be inspected to find the leak to see if the tire is damaged in the same area or not. Tire needs to be inspected for damage. Clean/wash the tire out and make any tire repairs needed. Clean the rim and inspect it to see if it can be repaired (that is not something we can answer without at least seeing pictures after the rim has been cleaned and any rust and scale removed). After repair/replacement of the rim the tire gets remounted with a new heavy radial tube (after going through all this I would not reuse an old tube). Whether or not you refill with liquid ballast is up to you.

Some may disagree with this, but the ballast did not cause the problem, lack of maintenance did. If a tire with liquid in it needs air added or any dampness appears it needs to be fixed, then.

Calcium chloride has never rusted a rim out. It was caused by procrastination. CaCL needs air added regularly to keep the corrosion going.
