Which starter?

Correct starter for 53 thru 64 models 4 cylinder engines. 134, 172 and 192 CID. From Yesterday's Tractor Parts. # 112209 Ref-C3NF11002D. By your problem description i think you should also inspect the ring gear teeth on your flywheel.
how do I check to see if my engine is able to move, and how do I inspect the ring gear without splitting the tractor?

If you still have the starter out, use a big screwdriver or bar to pry on the ring gear through the starter opening. You can turn the engine a full 360 and look at the ring gear as you go. (transmission must be in neutral)
 
Looks like the new gear is broken to me also. Try rotating the engine by hand to see if it is stuck for some reason.
Both of them are broken, the one that looks new is the one I installed 10 months ago to replace the other older one. How do I rotate the engine by hand?

I checked that the engine was free and was able to inspect the entire ring gear which looked fine. The part of the small gear that sheared off is still in the frame, do you have suggestions on how to get it out? I was thinking of using a magnet.

You can try a magnet or other method of fishing it out, but many have to split the tractor to get it. Some leave the pieces with no problems and some have cracked clutch/bellhousing if the piece gets under the flywheel/ringear.
