White 2-135 fuel gauge

On my series 3 2-135 when filled with fuel only reads half full on the gauge. And when its half full it reads empty. Would it be a problem with the top tank sending unit or the bottom tank? It's a pain in the butt because I can't check it with a stick! Thanks!

As I am thinking now I would look at the bottom one. These have to be wired in series and it sounds like the bottom one is stuck or broke on the bottom. I lean toward
broken because I seen floats come off.

It's been a little bit since I worked on one.

Fuel level sensors are wired in series. I would hook an ohm meter up to each one and see what they are doing.
