White 4-210 hyd problem

I have a 4-210 that you can hear the releif valve opening all the time unless you have a hyd valve open. This is a closed system so I need some info on how to set the releif system. The filter is new, the pump is new,the screen is clean,oil has 100hr on it. The oil gets hot in about 4hr after running it. The unit works well as far as raising attachments ,steers well but it is going to wear the pump out if it doesnt get set right. Any info would be helpful

Relief valve set too low,should be set at least 200 lbs over system pressure. Shims are probably beat out.
