Can someone tell me please what the little wire looped into the side of the Wico C cap is for?

That is to test the mag. Pull out the end facing down, hold it in your fingers and trip the impulse!

You mention "wire into the side of the cap". Do you have a photo of what you are talking about? Something doesn't make cense on what you said in your initial post. You should have the coil wire coming out and dropping into the front cover for the rotor disperse the currant to the proper plug wire. And then the plug wires coming out of the right side to go to the plugs. There might be a "kill" post on the side of the mag body to hook a wire to to lead to a switch but other than that no other wires. Like I mentioned, a photo would really help.

The wire comes from the coil in the top hole and feeds the spark to the center of the rotor top which is under the smaller cap. (Bottom hole) to
test if your issue is coil, points ect, plug a spark plug and wire into the upper hole and watch for spark. If you have spark there but not at the
regular plug holes your issue would be something wrong with the rotor or cap. As a side note any time you replace your plug wires you should
replace that small piece of wire. Ideally you should remove the cap to pull the small wire out because I've seen more that one occasion where
guys broke the shoulder off one of the openings because they forced the wire in or out.
