NOW you know why I wanted you to check the voltage across to battery posts vs. the voltage measurement you made across the battery cable ends.

That would have instantly shown that there was a poor connection between a cable end and battery post!
Should be "across THE battery posts"!

Too bad there isn't a useful edit function here beyond the short window that's allowed to catch and fix a mistake!

I have noticed that too I believe it leaves right away if you move on to another post. Im just happy its there for a little bit
 
I did check the voltage across the posts and the cable ends, both would give me 12+volts. Must have been just enough corrosion to drop voltage under the load of the starter.
Previously you told us that simply switching "ON" the ignition switch caused the voltage to drop to 2 Volts.

Had you checked at both the cable ends AND the battery under those conditions you would have found the problem quickly!
 
What is "a strong 12 volts"? A battery should read around 13.5 volts.
A fully charged 12V battery, at rest, should have a reading of 12.6 volts. Any reading above 12.6 volts, with the battery at rest, is a surface charge that will drop to 12.6 volts when you first engage the starter. With engine running a reading on the battery should vary from 13 volts to 14.5 volts depending on the gen/alt output.
