wouldnt start

Went to start my 1950 8n yesterday and it didnt even try to start. Checked for spark and its good. Figured its fuel flow. Took the screw out of the bottom of the bowl and fuel flowed all day. Next thing I did was drain the tank, lines, and carb the best I could then I added fresh gas and a water removal additive and guess what? It fired right up but now the engine races at any throttle setting. Never did this before. Any ideas? Thanks
 
Gov to carb rod installed correctly? Carb throttle valve stuck open? Can you get it to idle by using your hand on the throttle rod?
 
Has it been sitting long enough that the throttle plate has rusted open?? If yes it could well be stuck in the wide open position so the gov can not move it as it should. Seen that happen many times on old tractors
 
I"m assuming its hooked up right being that I never touched or ever had any problems. I got it running smooth now by adjusting the screws on the carb but now it"s hard starting whether it"s hot or cold. I have to choke the heck out of it (something I never had to do before)
