Ym 2000 rear axle lock issue

My rear axle lock wont work.

I have the service manual but the one photocopied picture doesn’t do much good. I’m trying to figure out what might be going on.

It feels like the lever isn’t engaging anything. If I pull the section off that carries the three point top section, will I have a good chance of repairing the issue?
Hoping to get this done between snow storms. Need that third wheel spin sometimes to get up my drive etc.
