Hydraulic arms will not lower, unless jacked down or implement placed on, twin spool valves under the seat are not working also. When I removed spool valves good flow of oil present. Any help would be gratefully received Thanks

Sounds like your valves are bad. They're sticking open and causing the arms to stay up.

I have disconnected the oil feed pipe from the spool under the seat to the twin assistor rams on the linkage now the arms drop with no problem . BUT the supply from the spool valves to the hydraulic top link will not work, I get the feeling that the oil is not getting out of the spools i can hear the pump working hard, and there is a good pressure to the spool valve? I thing a diagram is required to strip the spool valve block down and rebuild with new seals ?

If it helps at all, the County 1164 is a Ford 5000 at its core. The hydraulic system is the same as a Ford 5000. You might want to check with the Ford forum.
