International Part??

This was found in a shed. Does anyone know what it is?

YUP , THAT IS A ADDITION to the throttle lever used on the old 300-450 tractors when the notches are plum slap wore out and no longer hold . that goes over the out side and add friction on the arch . My buddy had one on his old 450 D
IH marketed it as an approved accessory. As such, it was probably neither designed nor made by IH. They called it a "Stay-Set" throttle control. It was available under part number 999627R91.
So what was the advantage of buying this over a new washer and throttle quadrant?
Seems kinda backwards to me.
 
If you were using it as a stationary power unit such as on a generator or water pump, you might want to make sure the lever didn’t creep down over an extended period of time. Makes sense to me.
