    toilet not flushing properly

    Your catch basin seems small. I make them deeper to catch debris that gets washed into them. why 8in. outlet unless you expect a lot of runoff. Most times 4-6in. outlet with tee in catch basin to keep debris in basin so it doesn't plug outlet pipe. Where is piping going to?

    Cool water in the morning

    Bad thermostat. If dip tube was bad you would never get hot water. I have sometimes for cust. just moved setting a little bit and this sometimes makes thermostat work normal. give this a try first it just might work.
