That is correct. Your loader has a CCLS (closed center load sensing) control valve on it that signals the tractor priority pack when it needs oil. When it doesn't, there should be little to no pressure in the system. -

If your remotes are never used, there's a good chance the linkage is seized up and maybe one or more valves are slightly in the engaged position.
