Looks like the lock ring that holds the starter drive together. Not unusual to find one or more at the bottom of the bell housing when the tractor is split.- Jim27

Warning chain
The clip end is fastened to the hydraulic lift arm at the lowest position,this prevents accidental lifting and damage to pump and drawbar parts.- Jim27
