    lift arms don't lift all the way up.

    The control lever was and is in the "up" position as you had suggested. One thing I noticed last night was the bush hog raised to a higher height than ever before when I raised the lift lever. The tractor had been sitting for 5 days since last use.

    they seem to work better when backing up, the brake pedals come up a bit.

    there is no sign of oil or grease leaking out. the shoes are clean. i've replaced the seals, springs, and shoes. could it be the backing plate is worn or warped or perhaps the node on the end of the pedal rod is worn down to the point the brakes won't activate when the tractor is on the ground?

    When my '53 Jubilee is up on blocks, the brakes on both sides work perfectly. When the tractor is on the ground, my brakes don't work on one side and just barely on the other side. I can adjust them so the pedals are hard, but don't work. What's going on here? How can I fix them? Thanks.
