    Per online data it looks like that pump should be putting up 4.25 GPM at I assume high idle. If you can confirm you are getting this flow under no load I would think the pump is functional.

    Are you sure you are turning the adjustment screw within the jam nut, and not just the jam nut? Try loosening the jam nut, then while holding the jam nut with a wrench try to turn the adjustment screw clockwise with a screw driver. Sometimes they can be stubborn, some penetrating oil may help.
