1020 3 point lever

It seems I broke the weld on the shaft that controls lifting/lowering the arms. How can I fix this, and how hard a fix is it? Looks like I am going to need parts. Also, why did this happen ?

It happened due flexing over time and the weld broke.

I would drill a hole in the plate where the weld to the rod failed. Fit the rod and hole such that the lever fits proper along the side of the quadrant and the plug weld the plate and rod together through the hole.
 
Rockshaft can be R&R by removing all the bolts securing housing to trans case, remove scv return hose from scv if applicable. Remove roll pin securing old control rod """paying special attention via taking photographs of linkage location""". Then R&R rod with control handle in correct orientation & install roll-pin securing control rod in linkage. When reinstalling housing be sure to install new quad ring part # T17882 item 1 shown in 2nd photo at RH front side of RS housing/new RS gasket part #T21641. Be sure when reinstalling RS housing to get cam follower the shaded part in 1st photo below in correct location in RS control linkage. I would replace rockshaft control valve seals kit part # #AR92385 while I had housing removed.
