looking info. on 1370 case power shift has no rev. or first gear pressure good are these gears on same spool? all valves on out side have been checked good
 
No, 1st & Rev are not on the same spool. All 70 series Case RPS trannys use basically the same hydraulic control circuit logic. All gears require two clutches to be engaged, There are no "bands" in these transmissions. One clutch controls the gear ratio through the planetary, the second clutch engages that ratio to the output shaft.
1st gear requires the C1 & the C2 clutches, sequentially.
Reverse requires C4 & C2, also sequentially.
Therefore, your problem MAY be the C2 clutch, mechanical or it's hydraulic control circuit.
The reason I say MAY is because 3rd gear (high) also uses the C2 clutch.... do you have 3rd?
 
Well, I reviewed the RPS troubleshooting section in my 2470 Case service manual and your problem is not listed ?? I believe the 2470 and 1370 RPS transmissions are quite similar if not the same so this manual should be of some support.

You said you performed gear pressure checks and also checked all valves accessible from the outside !!!
Does this mean you checked oil pressures at each of the C1, C2, C3, C4 & Lub test ports? If so, are the pressures the same thru all RPM from idle to full? There should only be about 5-10 PSI drop at idle, from the spec of 190-200 PSI at PTO RPM.
Also, when you say the "valves checked good", does this mean none seemed stuck? Did you check the return springs size and poundage? I had problems with 2nd & 3rd in my 2470 RPS and the problem was due to weak springs on the clutching pedal spool and 3 of 4 of the pilot spools. They were about 1/4" too short and 5 pounds too weak.

My suggestion would be remove and rebuild the RPS control valve assembly by thoroughly inspecting/cleaning and installing new seals, gaskets, O-rings and suspect bad parts.

If you don't have a way to test the springs I have the proper apparatus and offer to to it for you.

yes i checked c1 c2 c3 c4 lube port 10 to 12 lbs drop iwill check springs if they are good i am going to split tractor check c2 clutch thanks for info tom

Since you have third gear the C2 should be mechanically OK. Third uses the C2 & C3. Does the tractor pull a draft load normally in 3rd?
Splitting the 1370 to access the C2 is a major & costly undertaking.
As you know the RPS control valve body assembly is quite simple and cheap to remove and rebuild.

Not much to lose even if it doesn't help... the valve body should always be cleaned and inspected when it is remove as is necessary to split the tractor.
