The tractor seems to only run when the choke is pulled all the way out. I took it off and soaked it in cleaner. Still having the same problem. Should I just go ahead and rebuild it?

try cleaning out the fuel line and fuel tank. If there's an inline filter on it, toss that out too. It seems that quite often thats the problem.

One thing is you need a good seal in the nose, the part that sticks between the 2 floats. If not you will have to use lots of choke.
