1650D rockshaft

I am nearing completion of a year-long 1650 project. From front to back, re-core radiator, engine rebuild, clutch, pressure plate, throw-out, trans input shaft, hydraulic pump, rockshaft bushings and seals, draft link bushings and seals.
Started engine last nite,power steering works well, hydraulic outlets are fine, but the rockshaft arms are all the way up, and are firmly stuck there. They will not drop, there is no free play. Any suggestions? thanks in advance.
 
Do you have a serv. manual? There is an adjustment.With arms all the way up,there has to be play.It explains it in the I&T manuals.
 
there is an adjustment on the draft control arm on the left side of the hydraulic system that comes up from the hitch where it is bolted.loosten the two bolts and slide the bar
 
How far do you move the handle when trying to lower the 3-point. If you lower it all the way it locks the arms in position. The servo valve needs to push the ball off the seat to lower the 3 -point. Do you have your 1 inch open end wrench handy just in case?
 
I tried moving the lever partially down, still no luck lowering the arms. I checked the free play and draft control adjustment, and they are o.k. I don't know what the 1" box end wrench refers to.
 
Huh? In your first post you said there was no free play. does adjusting the free travel change the lift arm height or not?
 
I was in error. There was 3/4" free play all along. I checked the adjustments, but did not change any. The arms still stay all the way up.
