1928 GP air filter issue

So for the life of me, I cannot get this cap off! Any ideas? I have soaked it for a week in e-85 nothing. It barely moves

On my 1928 D there are no threads. It looks like the same air cleaner. The lid just pops off.

I wonder if that is the difference between the straps with a hole and the straps with a looped end (see below).

 
I use a big pair of channel-locks for this kind of thing. Might end up damaging the cap if you’re not careful. If it doesn’t move with gentle persuasion go to plan C or D.
 
Update! The screws did hold it in. Got 2 out had to sheet the one off at the head, then it unscrewed from the center screw. Wow.
